Village police, county dispatch and the coroner

The Ripley Police Department serves the village, and non-emergency calls go through the Brown County Communications Center. Homes in Union Township outside the village are generally handled by the Brown County Sheriff's Office. For an emergency, 911 reaches the right agency.

Deaths that are sudden, unattended or violent go to the Brown County Coroner, an elected physician with an office up US 68 on Mt. Orab Pike in Georgetown. The coroner's staff look after the person and the paperwork; they do not clean.

When Ripley officers release a house, the decision on cleanup belongs to the owner, an estate's executor, or the landlord for a rental. If the owner lives out of town, a neighbor or local agent with a key can let the crew in.

The 45167 area

ZIP 45167 covers the village of Ripley and much of the surrounding Union Township, which had 2,739 residents in 2020 across about 38 square miles of river bottom and hill farms. In 1833 the township ran six gristmills and eight sawmills, a reminder of how much water moves through it.

The ZIP takes in the downtown blocks along Second Street, the Liberty Hill area above town, homes near Red Oak Creek, and farm roads heading north toward Redoak. Everything on the Ohio side is covered; the Kentucky shore across the river is not.

A river village with a long memory

Ripley sits on the Ohio River about 50 miles southeast of Cincinnati, hemmed in by steep hills to the northeast, Red Oak Creek to the southeast and the river to the southwest. The 2020 census counted 1,591 people.

With Kentucky directly across the water, the village became an early stop on the Underground Railroad. The Rev. John Rankin moved here in 1822 and built a house on Liberty Hill, where he signaled with a lantern to people escaping slavery. That house and the home of abolitionist and inventor John P. Parker are both National Historic Landmarks.

Old river buildings and hillside homes

Much of Ripley's housing is old. Brick and frame houses and storefronts from the 1800s line the streets near the river, with more homes stepping up the hillsides toward Liberty Hill, and farmhouses spread across Union Township.

In those older buildings, cleanup often runs into plaster walls, wood floors laid over older floors, and shared walls between attached buildings. If a Second Street building mixes a ground-floor shop with living space upstairs, the provider has to think about the business below as well.

Hillside lots may have steep steps or narrow drives, and that can affect how a crew carries materials out. Describe the access to the house when you call.

Practical notes for Ripley households

Many homeowner policies help with biohazard cleanup, but not every policy does, so call the insurer with the police report number and ask what the contract includes before any material is removed. Renters along Second Street should know their own policy mainly protects belongings.

If a crime occurred in the village or out in Union Township, an eligible victim may receive up to $750 for reasonable scene cleaning from Ohio's compensation program at 800-282-0515. Keep the provider's itemized invoice and photos with the police report.

Before work begins on a riverfront or Liberty Hill property, get the plan in writing, find out where the regulated waste will be taken, and ask whether the workers follow OSHA bloodborne pathogen training.

US 52 along the river, US 68 up the hill

US 52 runs along the river and through the village as Second Street, joined by US 62 and US 68 for a stretch from the William H. Harsha Bridge at Aberdeen. At Ripley, US 52 continues along the river while US 62 and 68 turn north into the hills.

Most providers come from the Cincinnati side via US 52 or from inland by US 68 out of Georgetown. Both are two-lane routes for long stretches. River flooding can affect low streets near the water, so a crew may check conditions before heading to a riverfront address.

What Ripley callers ask first

Does this line serve Kentucky homes across the river from Ripley?
No. Only the Ohio side is covered. The 45167 ZIP, Aberdeen (45101) and the rest of Brown County are in the service area, but Kentucky properties across the Ohio River are not, even though bridges at Aberdeen connect the two states.
Who investigates a death in Ripley?
The Ripley Police Department or, outside the village, the Brown County Sheriff's Office responds, and the Brown County Coroner in Georgetown handles sudden or unexplained deaths. Neither cleans the property. After release, hiring a private crew to clean is the owner's or the estate's call.
Can cleanup be done in an old riverfront building in Ripley?
Yes. Older buildings need careful planning because of plaster, layered floors and shared walls. Tell the provider about any shop or apartment next to or below the affected space and about stairs or tight access so the work can be planned.
