A river city built on a basin and a ring of hills

Cincinnati counted 309,317 residents in the 2020 Census and is split into 52 official neighborhoods. Many of them began as separate villages, Clifton, Westwood, Mount Washington and Hyde Park among them, and were annexed one by one between the 1860s and the 1920s.

The old core sits in a low basin beside the Ohio River, with the Mill Creek valley cutting north toward Camp Washington and Northside. Everything else climbs. Price Hill, Mount Adams, Walnut Hills and Mount Airy sit on ridges and bluffs, which is why so many Cincinnati houses have steep front steps, sloped lots and basements cut into hillsides.

Housing changes sharply from one hill to the next. Over-the-Rhine holds brick buildings put up by German immigrants between about 1865 and the 1880s. The West Side leans toward brick single-family homes and two-family flats, Hyde Park and Mount Lookout carry larger early 1900s houses, and the blocks around the University of Cincinnati are thick with student rentals. The river itself crested at 79.9 feet in the 1937 flood, and low ground along it still floods.

The Hamilton County Coroner moved to Blue Ash in 2021

Every death in the city that needs investigation goes to the Hamilton County Coroner's Office, led by Dr. Lakshmi Kode Sammarco. Since 2021 the office and its crime laboratory have been housed in a new Blue Ash building, 4477 Carver Woods Drive, outside the city limits. It replaced the 1974 building on Eden Avenue next to UC Medical Center in Corryville.

Relatives deal with that office for death certificates, autopsy reports, the hand-off to a funeral home, and collecting a loved one's belongings. The Blue Ash office keeps weekday hours of 8 a.m. to 4 p.m. It does not clean homes, and it does not send anyone to clean once its investigators leave.

How Cincinnati Police districts line up after the District 5 closure

The Cincinnati Police Department now runs four neighborhood districts plus a Central Business Section. When the city shut District 5 in late 2023, College Hill, Mount Airy, Northside and Camp Washington moved to District 3; Clifton, Winton Hills and Spring Grove Village moved to District 4; and CUF moved to District 1. Mount Auburn went to District 1, Walnut Hills to District 2, and Mount Adams to the Central Business Section.

Officers secure a scene and decide when it is released. After that, the property is back in private hands. Several pockets inside or next to the city have their own police, including Cheviot, St. Bernard, Golf Manor and Amberley Village, and Anderson Township contracts with the Hamilton County Sheriff's Office, which staffs a District 5 post there.

Edges of the city, and places this line does not reach

Several of these ZIP codes spill past the city limit. 45230 reaches into Anderson Township, 45227 takes in Fairfax and Mariemont, and 45237 includes Golf Manor and Amberley Village. Calls from those addresses go through the same 513 line, though the police agency and permit office may differ from the city's.

The Ohio River is the hard boundary. Covington and Newport sit a bridge away, but Northern Kentucky is not part of this referral area, and neither is Indiana west of Harrison. In Clermont County only Loveland (45140) and Goshen (45122) are covered, so Milford, Batavia and Union Township addresses are outside it.

Who pays, and the Ohio victims fund

A Hamilton County homeowner's policy often pays for biohazard cleanup after a sudden event, but the answer rests on the policy wording and the adjuster. In a rented flat in Price Hill or a Clifton student house, the tenant's renters policy mostly protects belongings, while the building owner's policy is usually the one that handles walls, floors and fixtures.

Does the Cincinnati Police Department or the coroner clean up after a death?
No. CPD officers and Hamilton County Coroner investigators handle the investigation, then release the home. From that point the cleanup belongs to whoever owns or controls the property.
