Trauma and Biohazard Cleanup in Downtown, Over-the-Rhine and the West End

Hamilton County, Ohio · part of Cincinnati

Cleanup after a death or violent incident in the basin is arranged privately once police and the Hamilton County Coroner release the unit. For an apartment above Vine Street, a condo near Fountain Square or a townhome in City West, call (513) 962-0944. Shared walls, old brick and new condos

Over-the-Rhine is mostly three- and four-story brick buildings raised by German immigrants between roughly 1865 and the 1880s, in Italianate, Greek Revival and Queen Anne styles. Units stack above storefronts and share party walls, so an odor or a fluid problem in one flat can reach the next one through floor joists and old plaster.

Downtown has shifted toward living space too, with office buildings such as Park Place at Lytle turned into condos. A death in a high-rise unit brings in the building manager and often a condo association, which may set rules about elevators, loading docks and when crews can move waste out.

The West End looks different again. Urban renewal and the I-75 build-out razed nearly 3,700 buildings there between 1959 and 1973, and City West later replaced older blocks with mixed-income townhomes. Many households in this part of Cincinnati's basin rent, so the property manager is usually the first call.

Who releases an Over-the-Rhine unit after a death

Since the 2023 redistricting, the Central Business Section patrols Downtown and Mount Adams, and District 1 covers Over-the-Rhine, Pendleton, the West End and Queensgate. Officers hold the unit until the investigation is finished, and no one, including the leaseholder, should go back in until a Cincinnati officer says it is released.

Deaths that need review go to the Hamilton County Coroner, whose office and lab moved out of the city to Blue Ash in 2021. The coroner's staff handle release to a funeral home and the return of belongings, not cleaning.

When the scene is released, the decision passes to whoever holds the lease or deed. In a Pendleton loft that may be an out-of-town owner; on a rented floor above Race Street it is the landlord; for a person who lived alone, it is often the executor named in the will.

Getting a crew into the basin

I-71 and I-75 meet at the western edge of downtown, and the Brent Spence Bridge carries both across the Ohio River to Covington. Central Parkway, built over the drained Miami and Erie Canal, frames Over-the-Rhine on the south and west.

In practice, the slow part of a basin job is often the last fifty feet: narrow Over-the-Rhine streets, metered curbs, walk-up stairs with no elevator, and the switchback lanes of Mount Adams. Telling the provider about parking, stair counts and building access before anyone arrives keeps the work moving.

Northern Kentucky addresses across the river are not covered by this line, even though Covington sits a short drive over the bridge from Fountain Square.

Mount Adams, technically in 45202 as well, sits on its own hill east of downtown with Eden Park, the Cincinnati Art Museum and Playhouse in the Park just to the north. Its streets are narrow and many homes have no driveway at all.

Early steps for a downtown household or building owner

Get the name of the CPD officer or coroner's investigator and ask whether the unit is released. If the home is a rental in Over-the-Rhine or City West, notify the property manager in writing so the lease, keys and deposit are handled cleanly.

If a crime was involved in a downtown or Over-the-Rhine unit, keep every receipt. For a unit near Vine or Race Street, an eligible victim may recover reasonable cleaning costs from the state, up to a $750 ceiling per claim; the Attorney General's toll-free line is 800-282-0515.

Downtown questions, answered briefly

Who cleans an Over-the-Rhine apartment after someone dies there?
A private biohazard company hired by the landlord, the estate or the family. District 1 officers and the Hamilton County Coroner finish their work and release the unit, but neither one cleans it. A free call to (513) 962-0944 reaches an outside firm that takes jobs in 45202 and 45203, from the Central Business District to the West End.
Does a downtown condo association have a say in cleanup?
Usually, yes. Towers in the Central Business District often have rules about elevator use, loading docks, quiet hours and disposal routes. Share those rules with the cleanup company early, and ask the building manager whether neighboring units should be checked for odor through shared ducts.
Is a West End townhome covered the same way as Over-the-Rhine?
Yes. Queensgate and the West End are in 45203 and the eastern West End blocks fall in 45202, both on the line's list. Many West End homes are rentals, so the property manager usually arranges and approves the cleanup, and the tenant's family handles personal belongings once the unit is safe to enter.
